He was born in Bennington, VT December 10, 1954. He was the son of the late Harry J. Coulter Sr. and Dolores (Hoag) Chalifoux Rivers who survives. Scott received his education in Bennington and was a graduate of Mount Anthony Union High School. He later attended cosmetology school.

He married Holly Betit on August 6, 2016. Scott and Holly enjoyed many outdoor activities together. They foraged, hunted, fished and enjoyed their camp in Orwell, VT. They shared a love of music and had great Garden Parties every summer for all to enjoy.

In earlier years Scott owned and operated Coulter Construction and most recently owned Backyard Builders. Scott was a faithful Christian who loved his Lord and whom he is now with at his table. Scott loved to make birthday cakes for people- he was a very sentimental man.
